Pest Control Services



For the purpose of these tender specifications, the City of Melville shall hereinafter be referred to as “the City”.  A party interested in responding to the City’s call for tenders shall hereinafter be referred to as “the Bidder”.

Terms & Conditions

1.   The City will receive sealed tenders for Pest Control Services at the City’s Landfill

2.   All interested bidders may contact Public Works Manager Andrew Fahlman at 306-728-6865, to make arrangements to view the property.  The City makes no representations, warranties, guarantees or promise concerning the property and it is the responsibility of the Bidder to inspect the property prior to submitting a tender for the City’s consideration.  Any costs associated with inspecting the property shall be borne by the Bidder.

3.   The successful bidder shall complete the work as a contract for the duration of two years with the option on behalf of the City to extend the contract an additional year.

 4.  The City will open the tenders received on May 12th at 1:00 p.m.  If required, a recommendation for tender award shall be made to City Council. Thereafter, the City will inform all bidders whether or not they were successful.

5.   All tender responses must be filed using the attached Tender Response Form.  Tenders must include all taxes, fees, charges associated.   

6.   Tenders are irrevocable after the time of closing, and are open for acceptance for a period of thirty (30) calendar days following the closing.

7.   a) The City reserves the right to reject any or all tenders received.  The lowest or any tender will not necessarily be accepted.

      b)   If the bids received show that, in the opinion of the City, the required work is not feasible within the budget considerations of the City, that consideration may result in no contract being awarded or the scope of work may be

            reduced to conform within the budget.

      c)   If only one bid is received, the City reserves the right to:

            i)  Accept or reject that bid; or

            ii) Negotiate acceptable terms and conditions for completion of the work, or a

                 portion thereof, with that bidder.

8.   Control and removal of Pests to include but not limited to skunks, rats, beavers,

      and gophers.

9.   Maintain and inspect rat bait stations at the landfill on a regular basis as needed.

10.  Provide all necessary materials, labour, training, and equipment to fulfill contract duties.

11.  The contractor shall obtain all permits, licenses, certificates, insurance, and pay all fees required for the performance of the work during the term.

12.   Follow all OH&S regulations.

13. Services and fees to be paid on a monthly basis as work is completed.

14. Return the attached Tender Response Form in an envelope clearly marked “Pest Control Services” no later than 12:00 noon (local time) on Monday May 12th 2014 to:

15.  Any and all information received which may change the intended interpretation of   

        this tender document shall only be accepted as valid, by the City of Melville, if 

        subsequently confirmed by way of an addendum.


16.  Addenda may be issued up to one (1) calendar week prior to the close of this

        tender without any requirement for the City of Melville to extend the close time or

        date.  Addenda issued following this time shall have an extension granted in order

        to observe the one (1) calendar week final completion period.

Tourism and Economic Development Manager

The City of Melville invites applications from qualified persons for the position of Tourism and Economic Development Manager.   Reporting to the City Manager, the Tourism and Economic Development Manager is responsible for the administration, planning, implementation and promotion of Economic Development in accordance with approved policies and procedures of City Council as well as the development and marketing of tourism for the City of Melville.  A complete job description is available upon request. 



  • Graduation from a recognized post-secondary institution with an emphasis in the area of Public or Business Administration, Marketing and/or Tourism or an equivalent combination of education, training or experience.
  • Superior written and oral communication skills.
  • Minimum 3 years related experience, including at least 1 year in a municipal government system.
  • Ability to communicate effectively, tactfully and diplomatically and to establish effective working relationships with Council, civic staff, government officials, local businesses, Melville Tourism Board, the general public and other related groups.
  • Ability to interact with private business, small and large, provincial and federal government departments, local and provincial media, Chamber of Commerce, etc.
  • Familiarity with business marketing and promotion.
  • Thorough knowledge of general administrative and management principles, practices and techniques, including budgeting, and extensive computer skills.
  • Must have the ability to travel and a valid driver’s license


Salary will be dependent upon qualifications and experience.

Dog Pound Building

Tender Specifications


     For the purpose of these tender specifications, the City of Melville shall hereinafter be referred to as “the City”.  A party interested in responding to the City’s call for tenders shall hereinafter be referred to as “the Bidder”.

Terms and Conditions:

  1. The City will receive sealed tenders to supply all material and build a “Dog Pound” for the City of Melville.


  2. The tender shall include a concrete floor with a trench floor drain system, a 10’ by 20’ building and all interior finishing’s which includes electrical and plumbing.


  3. The specifications for the concrete floor will be: 6” concrete (30mpa) pad ’ with a minimum of 9 piles 8” x 10’ deep, 2 floor drains and a smooth finish.The floor will have 2 coats of sealer applied after it cures.


    4.   The specifications for the Building will be:

      -Building will be 10’ x 20’ with 2 x 6 x 8’ walls and R-20 insulation. One steel entry door 36” x 72” and 3 windows 24” x 36” bottom awning opening.

       -Rafters will be 4-12 pitch on 24” centers.Insulated to R-40.

       - Exterior walls will be clad in white steel with blue trim.Roof will be clad in white steel and blue trim.

        -Interior walls will be sheeted with 3/8 plywood with tin covering the bottom 5’.Plywood will be primed and painted prior to installing tin. The tin will be screwed on and sealed when finished.

        -Bidder to call for a full floor plan of interior walls, plumbing/ heating and electrical specifications.

        -Interior of the building shall contain a working counter top, steal sink with taps; and additional garden hose faucet shall be installed. Shelves shall also be constructed for storage.


       5.   Electric heat shall be installed in the building.

       6.   The building shall meet all applied building codes.

       7.   The Bidder shall be responsible for all aspects of construction except the outside fencing.

       8.   Tenders are irrevocable after the time of closing and shall be open for acceptance for a period of Thirty (30) calendar days following the closing date.

       9.   Bidders interested can obtain working drawings of the building from the Public Works Department City of Melville.

       10.  a) The City reserves the right to reject any or all tenders received.The highest or any tender will not necessarily be accepted.


b)  The City reserves the right to accept the tender deemed most favorable in the interest of the City.


c)  If only one tender is received the City reserves the right to:


     i)  Accept or reject that bid


     ii)  Negotiate acceptable terms and conditions with bidder.
